The International Building Quality Centre Aims To Elevate Australia’s Construction Industry

Located within the University of Canberra, the concept of this location came about after jurisdictions both inside and outside of Australia recognised a need to address construction industry shortcomings such as inferior standards, a failure to enforce regulations, and non-compliance. The head of the University’s School Of Design And Built Environment, Professor Charles Lemckert, will serve as a member of the new centre’s board. He explained that “This centre has come out of the need to look at legislation, regulations and requirements of the building industry to make sure we have the right standards and quality of buildings going up, into the future.

Driving Positive Transformation Around The Globe

The International Building Quality Centre’s board will be chaired by Kim Lovegrove, who highlighted the relevancy of such a project given today’s challenges. Following a greater spotlight shone upon building defect issues around the world, and – in particular – the aftermath of the Grenfell Tower fire in London, UK, Lovegrove explained that the centre will “gain ascendancy at a time when building regulation and codes are being redesigned.” She went on to share her insight that “Fractures in the pillars of building control are emerging that are challenging some of the assumptions that have underpinned modern day building regulatory architecture.

The board will include a plethora of notable names, including the World Bank’s Alejandro Espinosa-Wang, the Australian Building Codes Board’s chief Neil Savery, construction law reformer Bronwyn Weir, Canadian law reformer Michael De Lint, and esteemed construction specialist Professor Robert Whittaker AM. Lemckert added the proactive sentiment that “We now have the opportunity to step back, have a look at the industry, and make it better.” While new legislation may require some legwork on the part of construction related businesses, from labour hire to building companies, improvements in standards are certain to benefit the industry as a whole, and it’s clients far into the future.

 

An Organic Follow-On To The Shergold Weir Report

In February of 2018, Peter Shergold and Bronwyn Weir’s Building Confidence report laid out an in-depth assessment, targetted at improving the effectiveness of compliance and enforcement systems in Australia’s building and construction industry. Two years on, the International Building Quality Centre provides a timely opportunity to raise the bar in terms of standards both delivered and anticipated within construction sectors. Francesca Muskovic, national policy manager for sustainability and regulatory affairs for Australia’s Property Council, expressed how strongly the Property Council’s member welcome the establishment of the new centre.

Muscovik explained that “The Property Council takes the issue of building quality very seriously. We are already undertaking proactive policy development in collaboration with Master Builders Australia and Kim Lovegrove to reconsider best practice policy in response to the issue of building defects.” She went on to stress that “Two years after the Shergold Weir report into building quality was released, this new centre is a timely opportunity to identify best practice solutions that enhance safety and security, deliver quality outcomes and future-proofed assets.” Those of us likely to be impacted by the work of Lovegrove’s highly qualified team will look forward to experiencing the Australian construction industry’s progress in carving a path that the rest of the world can look to.
